Ⅰ．日本におけるスクールカウンセラーの現状
・
1995年度から文部省がスクールカウンセラー活用調査研究委託事業を開始
・
非常勤（週2日勤務）で「臨床心理士」という外部の専門家を導入
・
現場教師へのコンサルテーションを中心とする活動
・
「調査」で必要性と政策効果が認められ、平成14年度にはスクールカウンセラー活用事業として拡充される
Ⅱ．アメリカにおける状況
・
教科指導と生徒指導を分業化し、教師は教科指導の専門家としての職務を担い、生徒指導はスクールカウンセラー、スクールサイコロジスト、スクールソーシャルワーカーなどによる国家認定を受けた専門家が担っている
・
ケースに応じて様々な専門家が学校に入ってくる

・
個々人が学業や職業についての選択や自己決定をする際の手助けをする包括的なプログラム

社会生活上必要となってくる知識や技能や経験を得る助けとする

→知識・技能・能力を広げる
→自尊心やモチベーションを高める
